Spelna, Inc. was created in late 1977 by a group of French investors and industrialists to help small and medium-sized French industrial companies get a foothold on the North American market. The original investment called for the development of 2.50 acres of industrial land, the construction of 13,000 sq.ft. of warehouse space, 5,000 sq.ft. of office space and the purchase of general-purpose tooling and material handling equipment. Spelna, Inc. was to help French industrial companies minimize their investment and financial exposure during the initial stage of implantation. The support provided was threefold:
Logistical: Warehouse, office and equipment rental, shipping, receiving, secretarial, clerical, accounting and legal assistance.
Industrial: Assembly, inventory management and norms compliance.
Commercial: Creation and management of distribution networks, representation, trade show participation and after-sale services.
Two commercial departments were created; each headed by a sales engineer in charge of two complementary product lines. The initial focus was the sale of heavy machinery. Three sectors were targeted: Railroad equipment (except rolling stock), material handling equipment, and chemical industry equipment.
The site was chosen after a study conducted by a leading consulting firm determined that it was a strategic location to service the Eastern United States markets as it is centrally located on the East Coast, halfway between two major international ports: Baltimore, MD and Hampton Roads, VA., close to four major airports: Washington Dulles International, Ronald Reagan National, Baltimore-Washington International, and Richmond International and within half a mile of I-95 and US Route 1, the most traveled interstate in the U.S.
